With a professional foundation as an electrical engineer trained in the former Soviet Union, Mr. Dung has accumulated extensive experience working on power and energy sector projects, as well as vocational education development and education quality enhancement initiatives funded by major international organizations such as the World Bank, Asian Development Bank (ADB), and development agencies from France, Germany, and Japan.

In his capacity as Project Director, Mr. Dung has advised on and managed numerous large-scale projects, including the KfW-funded Vocational Training Projects VTP 2008, VTP 2010, and VTP 2011; the Dong Nai Green Center project; the AFD-funded High-Quality Vocational Training Project; the development of HANEL College; the Dong Nai University upgrading project; the Higher Education Project Phase II; projects involving Vietnam National University, universities of technology, and universities of natural sciences; as well as collaborative college training programs between TAFE SA and institutions such as Hanoi University of Industry and Ho Chi Minh City University of Industry.

Mr. Dung also possesses many years of experience working on research and development projects with organizations including Institute for Global Environmental Strategies (IGES), UNESCO-AFD, Japan International Cooperation Agency (JICA), Canadian International Development Agency (CIDA), and Japan Bank for International Cooperation (JBIC), as well as human resource development initiatives for Vietnam Electricity (EVN) under the World Bank program on efficiency improvement, equitization, and renewable energy development.

In addition, he has participated in the investment consulting and management of major hydropower and energy infrastructure projects, including Ta Thang, Ngoi Hut, Dakrung, Srepok 4, and Tra Xom hydropower plants, the Uong Bi Thermal Power Plant, and the Greater Mekong Subregion power grid interconnection project supported by the Asian Development Bank.
